Could this be alien vomit? That is my best guess. I feel like an idiot showing my ignorance, but I am hoping that one of you will explain why I keep finding things like this in my yard. Sorry for the gross picture!
Maggie- I think what you have is a fungus growing out of your mulch. Is that a wood bark mulch? If so , many times fungi grow in the rotting mulch and actually help to break it down- not always desired!!!
It seems that it is not dangerous in any way, and there is nothing you can do to get rid of it. One really interesting fact is that it actually slowly moves during one of its stages.
It has appeared in several spots on the mulch in our yard. What is also interesting is that it is in spots that get full sun most of the day (although it has been rainy this year). It also seems to appear very suddenly, and is surprisingly large.
